CalFresh for Seniors in California

Key points
- CalFresh is California's name for the Supplemental Nutrition Assistance Program (SNAP), once called food stamps. It pays up to $306 a month for food for one person, from October 2026 to September 2027.
- People who get Supplemental Security Income (SSI) have been able to get CalFresh since June 1, 2019.
- At 60 and older, medical costs of $35.01 to $185 a month get you a set $150 off your income.
- You apply at BenefitsCal.com or at your county social services office, and the state CalFresh helpline is 1-877-847-3663.
If you're new to this, start with how food help works for people on Medicare. This page covers California: CalFresh rules for older adults, where to apply, and Medi-Cal meals. It also covers the California Food Assistance Program (CFAP) for some immigrants.
CalFresh puts money for groceries on an Electronic Benefit Transfer (EBT) card each month, and your county runs it. If rent and copays leave little for groceries by the end of the month, CalFresh can help. At 60 and older, California counts your medical costs and, for most people, doesn't count savings.
You may qualify if
- You live in California and are 60 or older, or you get SSI or other disability payments.
- Your home's income is under $2,660 a month for one person or $3,607 for two. Above that, you may still qualify once costs come off.
- You are a citizen, have had a green card for 5 years, or have another status that counts. If none of these fit, see CFAP below.
Not sure you qualify? Apply anyway, because rent and medical bills can bring your income down a lot. If you would rather not do it alone, a Pair Team advocate can check with you in one call.
CalFresh rules that help older adults
| Rule | What it means for you |
|---|---|
| Set medical deduction | Medical costs of $35.01 to $185 a month get a set $150 deduction. You only need proof that you spend more than $35. Spend more than $185 and you can deduct the real amount over $35, with proof. Approved through September 2029 |
| SSI | People on SSI can get CalFresh, since June 2019 |
| Savings | Not counted if your home's income is under $2,660 a month for one person |
| Short form | The Elderly Simplified Application Project (ESAP), if everyone is 60 or older or disabled and no one has a paycheck: short form CF 485, renew every 36 months, no interview at renewal |
How does the medical deduction work?
The medical deduction counts copays, pills, dental care, glasses, hearing aids, rides to the doctor and health insurance you pay for. It also counts the $202.90 a month Medicare costs you, usually taken out of your Social Security check. Since that alone is over $185, bring your Social Security letter so CalFresh can take off the real amount over $35. If a Medicare Savings Program pays the $202.90 for you, it doesn't count, since you aren't paying it.
What changed in 2026?
The federal budget law changed CalFresh in these ways:
- Work rules now apply to more people. Since June 2026, adults up to 64 with no child under 14 get CalFresh for only 3 months in 3 years. To get more, they must work or train 80 hours a month. Disability benefits or a health problem can excuse you, and at 65 the rule stops.
- The short form is changing for some people. In August 2026 the state got approval to keep ESAP, but to move people 60 to 64 off it. Your county will tell you if your case changes. If you're 60 to 64 and disabled, ask if you can stay on it.
- Some immigrants lost CalFresh on April 1, 2026, including refugees and people granted asylum. If this happened to you, ask your county whether CFAP, below, can help.
What is CFAP?
CFAP is a state food benefit for some immigrants who cannot get CalFresh because of their status. You apply for it the same way as CalFresh. Starting October 1, 2027, it is set to open to people 55 and older with low income, no matter their status. That change isn't open yet.
Can Medi-Cal pay for meals?
Medi-Cal can pay for meals for some members, through a Community Support called medically tailored meals. Your plan can pay for them if you have a health problem that diet affects, often after a hospital stay. Each plan chooses what it offers and who qualifies. To ask, call member services on your plan card, or ask your doctor to refer you. If you have both programs, see Medicare and Medi-Cal together.
Where do I get senior meals?
To get senior meals, call 1-800-510-2020 to reach your Area Agency on Aging. They run meals at senior centers, and meals at home if you have trouble getting out or cooking. For local numbers, see Los Angeles County and San Diego County.
How to apply for CalFresh
- Apply online at BenefitsCal.com, at your county office, or by mailing the paper form. To ask questions first, call the CalFresh helpline at 1-877-847-3663.
- If you want help first, GetCalFresh.org answers questions by chat, text or email. It no longer takes applications, so you'll still apply one of the ways above.
- Do the interview when the county calls you. Have your Social Security letter, rent and medical bills ready so the county can count your costs.
- Wait up to 30 days for an answer. If you have almost no money, ask for help within 3 days so you don't go without food.
- If you are denied, you can ask for a state hearing, and your notice tells you how to do it.
What a Pair Team advocate does
People who call us about food often have a power bill, a copay or a rent increase on top of it. Here's what we do:
- Check if you can get CalFresh and about how much, in one call.
- Help you apply on BenefitsCal and get ready for the county interview.
- Ask your Medi-Cal plan about meals after a hospital stay, or set up senior meals.
- Help with what usually comes with it: utility bills, Medi-Cal paperwork, rides and housing.
An advocate is covered by Medicare if you qualify. It takes two minutes to find out.

Frequently asked questions
Does my Medicare Advantage grocery card count as income for CalFresh?
No, your Medicare Advantage grocery card does not count as income for CalFresh, the state told counties in June 2026. But you can't also count what the card pays for as a medical cost.
Does getting CalFresh lower my SSI?
Getting CalFresh does not lower your SSI check, because Social Security doesn't count food benefits as income for SSI.
Can I use CalFresh at a restaurant?
Yes, you can, if everyone in your home is 60 or older, disabled or without a home, or is their spouse. Look for the Restaurant Meals sign in the window.
Can I get CalFresh and senior meals both?
Yes, you can get CalFresh and senior meals both, because they're separate programs and senior meals have no income test.
Can someone apply for me?
Yes, someone can apply for you if you name them in writing, and they can do the interview for you too.
