Brooklyn has its own HRA offices for Medicaid, the Supplemental Nutrition Assistance Program (SNAP) and the Home Energy Assistance Program (HEAP). NYC Aging pays local groups like JASA, Heights and Hills and RiseBoro to help people 60 and older stay at home. They serve all of Brooklyn, including Greenpoint, Bed-Stuy, Bay Ridge, Flatbush, Canarsie and Coney Island. If an old flyer sent you to 785 Atlantic Avenue to apply, that office mainly replaces benefit cards now, HRA says.

To see how the two fit, read Medicare and Medicaid in New York.
Where can I get free Medicare advice in Brooklyn?
You can get free Medicare advice in Brooklyn from the Health Insurance Information, Counseling and Assistance Program (HIICAP), run by NYC Aging. Its Brooklyn sites see people by appointment. Counselors help you compare plans and apply for help with drug costs. HIICAP doesn't sell plans, and Pair Team doesn't either.

Who helps with care at home in Brooklyn?
For help at home, NYC Aging pays a case management agency to cover each Brooklyn neighborhood. A case manager calls you, then visits to set up meals at home, housekeeping or help with bathing. Case managers don't charge for their time. Some services ask for a fee or a gift based on income, NYC Aging says. Brooklyn's agencies include JASA (718-934-4295), Heights and Hills (718-596-8789), RiseBoro (929-251-6626) and Special Services for Senior Citizens (718-257-1600). Aging Connect can tell you which one covers your street.
NYC Aging's home care is for people without Medicaid. With Medicaid, call CASA South at 718-250-5631, the HRA home care office for Brooklyn and Queens. You may also be able to pay a family member through New York's home care programs.
Where can I get food help in Brooklyn?
For food help in Brooklyn, apply for SNAP online or at a SNAP Center in Coney Island, East New York or Williamsburg. SNAP pays up to $306 a month for one person. For people 60 and older in New York, the income limit is $2,660 a month from October 1, 2026. See SNAP for seniors in New York.
For food right away, Masbia hands out free food packages in Flatbush and Borough Park, by appointment. Hours are Monday to Thursday from 11 a.m. to 7 p.m., and Friday from 9 a.m. to 1 p.m. No ID is needed, Masbia says, and you can pick up one package a week.
How do I get help with Con Edison and National Grid bills in Brooklyn?
In Brooklyn, Con Edison sends the electric bill and National Grid sends the gas bill. Start with HEAP, which you can apply for on Access HRA or at 1912 Mermaid Avenue. From November 2, 2026, one person with income up to $3,563 a month can apply for regular HEAP. See utility bill help in New York.
A HEAP grant signs you up for each company's monthly discount. National Grid's smallest discount for gas heat is $77.27 a month, and its discount team is at 1-718-403-2216. If Con Edison sent you a shutoff notice, its EnergyShare grant can pay up to $300 a year.
What a Pair Team advocate does
In Brooklyn, people often call us after a trip to the wrong HRA office, or with a National Grid notice on the table. Your advocate makes the calls and follows up until there's an answer.
- Apply for Medicaid on Access HRA with you, or tell you which Brooklyn office to visit.
- Book a HIICAP visit in Coney Island, on Avenue T or at Times Plaza.
- Find the case management agency for your block and set up meals at home.
- Get your HEAP application in, and check that the National Grid and Con Edison discounts show up.
An advocate is covered by Medicare if you qualify. It takes two minutes to find out.
