How do I apply for Medi-Cal or CalFresh in Anaheim?

You can apply for Medi-Cal or CalFresh online at BenefitsCal.com, by phone at 1-800-281-9799, or in person. The county's office here is the Anaheim Regional Center at 3320 East La Palma Avenue. It's open on weekdays from 8 a.m. until 5 p.m., the county says. The same Medi-Cal form checks you for the Medicare Savings Programs. They can pay your copays and the $202.90 a month Medicare costs you in 2026. That's usually taken out of your Social Security check. See Medicare and Medi-Cal together in California.

For paid help at home, call the county's IHSS office at (714) 825-3000. Read more about IHSS in California.

Where can I get free Medicare counseling in Anaheim?

You can get free Medicare counseling from HICAP, which the Council on Aging Southern California runs here. Counselors come to the downtown center at 250 E. Center St. on the first Monday of each month. They're there from 9 a.m. to noon, the council says. Call (714) 560-0424 to book a time.

Each fall, during Open Enrollment from October 15 to December 7, HICAP also holds longer clinics at the downtown center and the East Anaheim Community Center, 8201 E. Santa Ana Canyon Rd. Call (714) 560-0424 for the dates. HICAP doesn't sell insurance, and Pair Team doesn't sell plans either. A change you make starts January 1, Medicare.gov says.

How do I lower my Anaheim power and water bill?

To lower your power and water bill, call Anaheim Public Utilities at (714) 765-3300. Its Utility Discount Program takes 12 percent off the power and water parts of your bill. It's for people 62 or older, people with a long-term disability and veterans. In 2026, a home of one can earn up to $104,200 a year. A home of two can earn up to $119,100, the city says.

After a hard month, the city's emergency program can credit $250 on power and $100 on water, once every three years. LIHEAP also helps. Apply through Community Action Partnership at (714) 839-6199, and the credit goes right onto your city bill. For gas, ask SoCalGas about CARE. It takes 20 percent off, the state says. See LIHEAP in California.

How can older adults get rides in Anaheim?

Older adults can ride Senior Wheels, the city's van service for residents 60 and older. It goes within 10 miles of your home, seven days a week, the city says. You can ride to shop, see friends or get to the doctor. Each trip takes two $2 vouchers, sold at the city's three main centers. Rides to the city's lunch program are free. Call (714) 765-4511 for an application.

If a disability keeps you from riding the bus, OC ACCESS gives shared van rides for $3.60 each way in 2026. Call (714) 560-5956, extension 2, to set up the in-person check, OCTA says. Medi-Cal plans also give rides to medical visits. See Medi-Cal rides in California.

For a hot lunch on weekdays, go to the Brookhurst Community Center at 2271 West Crescent Avenue. It's open to anyone 60 or older, with a suggested $3 donation, the city says. For groceries, the Salvation Army runs a food pantry at 1515 West North Street. Call (714) 491-1450 for its days. If you're 60 or older with low income, ask Community Action Partnership at (714) 667-0717 about its free monthly food box. Monthly food money comes from CalFresh.

Can I get help with rent in Anaheim?

You can get help with rent through the Anaheim Housing Authority. But its main Section 8 list isn't taking new names, since its last lottery closed in 2023, the city says. A separate list for set-aside apartments, called Project-Based Vouchers, is open to people who live or work in Anaheim. Call (714) 765-4320 on weekdays. If you're on a list, report a new address in writing, because returned mail can drop you from it. See housing help in California.

What a Pair Team advocate does

Here, a call to us about Medicare often turns into a city utility bill or a Senior Wheels form. Your advocate makes the calls and follows up until there's an answer.

  • Help you apply for the city's utility discount, and for emergency credit if you're behind.
  • Fill out the Senior Wheels application with you and help you get your first vouchers.
  • Help you book a HICAP visit before you pick next year's plan.
  • Help you apply for Medi-Cal, CalFresh or IHSS, and check your place on a housing list.

An advocate is covered by Medicare if you qualify. It takes two minutes to find out.
