Not sure you qualify? Apply anyway, because the county decides, and one Medi-Cal form also checks you for the Medicare Savings Programs. If you would rather not do it alone, a Pair Team advocate can help you in one call.
Where do I apply for Medi-Cal or CalFresh in Victorville?
You can apply for Medi-Cal or CalFresh at BenefitsCal.com, by phone at 1-877-410-8829, or at a TAD office. Victorville's is at 15010 Palmdale Road, and Hesperia, Apple Valley and Adelanto each have one. All four are open weekdays from 8:30 a.m. to 4:30 p.m., the county says. The same Medi-Cal form checks you for the Medicare Savings Programs. They can pay your copays and the $202.90 a month Medicare costs you in 2026, usually taken from your Social Security check. See Medicare and Medi-Cal together in California.
For IHSS, call the DAAS Central Intake Unit at 1-877-800-4544 on a weekday. Staff then visit your home, and your doctor fills out a form about your needs. Read more about IHSS in California.
Where can I get free Medicare counseling in the High Desert?
You can get free Medicare counseling from the Council on Aging Southern California, the county's HICAP. Call (909) 256-8369 to book. Each fall, counselors hold clinic days at the DAAS office in Victorville and the Hesperia library on Seventh Avenue. HICAP doesn't sell insurance, and Pair Team doesn't sell plans either. Open Enrollment runs each year from October 15 to December 7, and a change you make starts January 1.
Are there senior centers in Victorville and Hesperia?
In Victorville, older adults meet at the Victorville Senior Citizens Club, a member club at 14874 South Mojave Drive. It's open from 9 a.m. to 3 p.m., and a year costs $50. Call (760) 245-5018 to ask about bingo, crafts and health talks.
In Hesperia, the park district holds senior activities at the Percy Bakker Community Center, 9333 E Avenue. Lunch is served there on weekdays at 11:15 a.m., for a $3 donation if you're 60 or older. Call (760) 256-5023 to ask about it.
How do I get Direct Access van rides?
You can get VVTA Direct Access van rides if a disability keeps you off the bus. Age alone doesn't qualify you. First, apply at adaride.com, which takes 10 to 15 minutes, or call 1-877-232-7433. Your doctor or nurse fills out a form too. Once you're approved, pick up your rider card at the VVTA office in Hesperia.
To book, call (760) 244-4000 any day from 8 a.m. to 5 p.m., one to 14 days ahead. A trip costs $2.50, $4.50 or $6, by zone, and a care attendant rides free.
On the local bus, people 60 and older pay 75 cents a trip with photo ID. If you have Medi-Cal, your plan also gives rides to medical visits. See Medi-Cal rides in California.
How do I lower my water, power and gas bills?
Water help depends on your city. Victorville's water bill comes from the city, at (760) 955-5001. In Hesperia, the water district must wait until a bill is 60 days late before a shutoff, state law says. In Apple Valley, Liberty Utilities takes $10 a month off the water bill for homes with low income.
For power and gas, start with LIHEAP through Community Action. In 2026, one person can qualify with income up to $3,331 a month, and two people up to $4,356, the state says. Call (909) 723-1500 and press 2 when rounds open on capsbc.org.
Then ask about CARE. Call SCE at 1-800-655-4555 to take 30 to 35 percent off power, and Southwest Gas at (877) 860-6020 for its gas discount. From June 2026 to May 2027, CARE is open to homes of one or two people making up to $43,280 a year. See LIHEAP in California.
Where can seniors get free food in the High Desert?
For free food, go to the Senior Mobile Pantry at High Desert Second Chance in Hesperia. It usually runs on the second Wednesday of each month, from 9 to 11 a.m. It's for homes with someone 60 or older and other homes with low income, and you sign a form. For meals brought to your home, call 1-800-510-2020. Monthly food money comes from CalFresh.
Where can I get help with housing in Victorville?
The Housing Authority of the County of San Bernardino serves all four cities from 15465 Seneca Road in Victorville. Call (760) 243-1043, Monday to Thursday and every other Friday. The Section 8 voucher list is closed. But a list is open for two-bedroom homes at Desert Village Senior, a Victorville building for people 62 and older. Apply online at hacsb.com, and expect a wait of years, the Housing Authority says. For a bed tonight, call 211. See housing help in California.
What a Pair Team advocate does
In the High Desert, a call to us often starts with a van ride that needs approval. Your advocate makes the calls and follows up until there's an answer.
- Fill out the ADA Ride form with you, and book your first Direct Access trip.
- Book a HICAP clinic day in Victorville or Hesperia during Open Enrollment.
- Help you apply for CARE with SCE and Southwest Gas, and for LIHEAP.
- Apply to the Desert Village Senior list, and keep your Housing Authority file up to date.
An advocate is covered by Medicare if you qualify. It takes two minutes to find out.

Frequently asked questions
I live in Hesperia or Apple Valley. Is this my page?
If you live in Hesperia or Apple Valley, this is your page. Each has its own TAD office, and VVTA and the Housing Authority serve you. Only water differs, since Hesperia has its own water district and Liberty Utilities serves Apple Valley.
My parent lives in San Bernardino. Is there a page for that?
San Bernardino has its own page: Medicare help in San Bernardino. The county offices are the same, but San Bernardino has two city senior centers and OmniAccess vans instead of Direct Access.
Can I ride Direct Access because I'm over 65?
Being over 65 doesn't qualify you for Direct Access on its own, VVTA says. You need a disability approval from ADA Ride first. Until then, the bus costs 75 cents a trip if you're 60 or older.
What if I can't pay my water bill in Hesperia?
If you can't pay your water bill in Hesperia, ask for a payment plan before it's 60 days late. Bring a photo ID and the district's low income and medical forms.
How do I report abuse of an older adult?
To report abuse of an older adult, call Adult Protective Services at 1-877-565-2020. DAAS answers it 24 hours a day, every day.
