Garden Grove has real help for people on Medicare: city rides to the store and the doctor, a hot lunch for a suggested $3, home repair grants, bill discounts, and county programs that can pay what Medicare costs you. It's split among the city, Orange County and your power and gas companies, so it's easy to get sent from office to office. This page shows what you can get, who runs it and where to start.

Key points

  • In 2026, the Medicare Savings Programs can pay the $202.90 a month Medicare costs you, and one Medi-Cal application checks you for them, Medicare and the state say.
  • Garden Grove homeowners with low income can get a city grant of up to $5,000 for grab bars, a ramp or other repairs, given to 10 homes by raffle twice a year, the city says.
  • California Alternate Rates for Energy (CARE) takes 30 to 35 percent off your power bill and 20 percent off gas, and at 65 it also unlocks the city's senior water discount, the state and city say.
  • A Pair Team advocate can do the applications and the follow-up calls with you. An advocate is covered by Medicare if you qualify.

What a Pair Team advocate does

Here, a call to us about Medicare often turns into a ride form or a water bill. Your advocate makes the calls and follows up until there's an answer.

  • Help you sign up for the Senior Mobility Program and the senior center lunch.
  • Help you apply for the city's senior water discount and Edison's CARE.
  • Book a HICAP visit for you, in Vietnamese or Korean if you'd like.
  • Help you apply for Medi-Cal, CalFresh or IHSS, or check a housing list.

An advocate is covered by Medicare if you qualify. It takes two minutes to find out.
