Not sure you qualify? Apply anyway, because the county makes the call and some of your income may not count. If you would rather not do it alone, a Pair Team advocate can help you in one call.

How do I apply for Medi-Cal or CalFresh in Escondido?

You can apply for Medi-Cal or CalFresh online at BenefitsCal.com, by phone at 1-866-262-9881, or at the North Inland Family Resource Center. It's at 649 West Mission Avenue, Suite 3, open 7 a.m. to 5 p.m. on weekdays, the county says.

The same Medi-Cal form checks you for the Medicare Savings Programs, which can pay the $202.90 a month Medicare costs you in 2026. See how Medicare and Medi-Cal work together.

To get IHSS, call AIS at 1-800-339-4661, or bring the form to the IHSS office in Suite 5 of that building. A worker then visits your home, and your doctor fills in a health form. Read more about IHSS in California.

Where can I get free Medicare counseling near Escondido?

Elder Law & Advocacy runs HICAP for San Diego County. To book a free visit in person or by phone, call (858) 565-8772. That line also takes calls in Spanish, Tagalog, Vietnamese, Arabic and Chinese. Counselors compare plans and check for help with costs. HICAP doesn't sell insurance or plans, and Pair Team doesn't either.

What does the Park Avenue Community Center offer?

The Park Avenue Community Center, at 210 Park Avenue, is open to people 50 and older on weekdays from 8 a.m. to 3 p.m. To reach its resource helper, who points people to local services, call 760-839-4688.

The Park Avenue Café serves lunch on weekdays at 11:30. At 60 or older, the suggested donation is $4, and no one is turned away for not paying, the city says. To save a seat, call 760-839-4803 at least a week ahead.

If you eat lunch there and live in city limits, the center can drive you there and back for a suggested $1 each way. To sign up, call 760-839-4688.

Where can seniors get free food in Escondido?

The San Diego Food Bank gives out a free senior food box at the Park Avenue Community Center on the fourth Monday of each month, from 8:30 to 11:30 a.m. You must be 60 or older, and in 2026 one person can make up to $1,995 a month, the Food Bank says. To check first, call 1-866-350-3663.

Interfaith Community Services, at 550 West Washington Avenue, gives out food on Tuesdays and Thursdays from 8 to 10 a.m. If you can't leave home, AIS can set up meals at home at 1-800-339-4661. Monthly food money comes from CalFresh.

How do I get rides in Escondido?

You can get LIFT rides if a disability keeps you from using NCTD buses and trains. LIFT goes to places within three-quarters of a mile of a bus route or train station. To apply, call NCTD at (760) 966-6645.

Once you're approved, book at (760) 726-1111 between 8 a.m. and 5 p.m., at least a day ahead. A one-way ride costs $6, NCTD says. With Medi-Cal, your plan also gives rides to medical visits. See Medi-Cal rides in California.

How do I get help with rent in Escondido?

For Section 8 in Escondido, the city sends you to the county's Housing Authority at (858) 694-3900. Its waiting list closed on February 20, 2026, and new names may wait 10 years or more, the county says.

Escondido also limits space rent increases at mobile home parks. Under a 1988 law, a park owner needs approval from the City Council, sitting as the Rent Review Board, to raise a current resident's rent. With questions, call Housing & Neighborhood Services at 760-839-4841. About an eviction, call the Legal Aid Society of San Diego at 844-449-3500. See housing help in California.

How do I lower my SDG&E and water bills in Escondido?

To lower your SDG&E bill, start with LIHEAP, which Campesinos Unidos runs here. Call (619) 391-9790 on a weekday from 7:30 a.m. to 4 p.m., the state says. Then call SDG&E at 1-800-411-7343 and ask about:

  • CARE takes 30 to 35 percent off your electric bill and 20 percent off gas. From June 2026 to May 2027, one or two people can make up to $43,280 a year.
  • Medical Baseline gives more power and gas at the lowest price if you use certain medical devices at home or need heat or air conditioning for your health.

If you can't pay a city water bill, call Utility Billing at 760-839-4682. The city's shut-off policy follows state law, and it comes in Spanish, Chinese, Korean, Tagalog and Vietnamese. See LIHEAP in California.

  • Help you apply for LIHEAP and CARE, and call the city about your water bill.
