Not sure you qualify? Apply anyway, because the county makes the call and some of your income may not count. If you would rather not do it alone, a Pair Team advocate can help you in one call.

How do I apply for Medi-Cal or CalFresh in Oxnard?

You can apply for Medi-Cal or CalFresh online at BenefitsCal.com, by phone at 888-472-4463, or in person. Live staff answer that line from 8 a.m. to 5 p.m. on weekdays, HSA says. In Oxnard, the county lists its service center as America's Job Center of California, on the 3rd floor at 2901 North Ventura Road. You can ask for a paper form in English or Spanish with a postage-paid envelope.

The same Medi-Cal form checks you for the Medicare Savings Programs, which can pay the $202.90 a month Medicare costs you in 2026. See how Medicare and Medi-Cal work together.

How do I get IHSS in Oxnard?

To get IHSS in Oxnard, call HSA at 805-654-3236 to apply. You need full Medi-Cal, and a social worker visits your home. The IHSS office is in Ventura, at 4245 Market Street, Suite 204. See IHSS in California.

Where can I get free Medicare counseling in Oxnard?

VCAAA runs HICAP, the free Medicare counseling program, for all of Ventura County. Call 805-477-7300 or 1-800-434-0222, or send in its appointment form, which comes in English and Spanish. You can meet a counselor in person, by phone or on Zoom. Each fall during Open Enrollment, October 15 to December 7, VCAAA holds one-stop help days around the county. HICAP doesn't sell insurance or plans, and Pair Team doesn't either.

For daytime care, Among Friends at 851 South A Street is an adult day health center that Medi-Cal can pay for. Monthly food money comes from CalFresh.

How do I get rides with GO ACCESS?

You can ride GO ACCESS, Gold Coast Transit's shared van, if you're 65 or older, with no disability paperwork, GCTD says. You can also ride if a disability keeps you off the bus. A ride costs $4 each way, and rides to a senior lunch site are free. Call 805-485-2319 between 8 a.m. and 5 p.m. to book up to three days ahead.

GO ACCESS serves Oxnard, Port Hueneme, Ventura and Ojai. On Gold Coast buses, a ride is $1 from age 65 to 74 and free at 75, and a Medicare card works as proof. If you have Medi-Cal, your plan also gives rides to medical visits. See Medi-Cal rides in California.

How do I get housing help in Oxnard?

The Oxnard Housing Authority runs Section 8 and 523 public housing units across the city. The public housing waiting list is closed, and the authority posts openings under Housing Events and Notices on oxnard.gov. If you're already on a list, you can check that your application is active online, or call (805) 385-8014. For other rent help, call 211.

How do I lower my Edison, gas and water bills in Oxnard?

To lower your energy bills, start with LIHEAP, which Community Action of Ventura County runs from 621 Richmond Avenue. Call (805) 436-4000, weekdays from 8 a.m. to noon or 1 to 5 p.m.

Then ask your utility about CARE. It takes 30 to 35 percent off an Edison bill and 20 percent off SoCalGas. From June 2026 to May 2027, the income limit is $43,280 a year for one or two people.

For the city's water, sewer and trash bill, call Utility Billing at (805) 385-7816 and ask about:

  • Project Assist, a $25 credit each month for single-family homes, first come, first served.
  • Senior Rate Assistance, a one-time $100 credit if you're 65 or older, income-qualified and behind on the bill.
  • A payment plan that spreads a past-due balance over up to 12 months.

See LIHEAP in California.

What a Pair Team advocate does

In Oxnard, a call to us about Medicare often comes with a Medi-Cal renewal or a past-due Edison bill. Your advocate makes the calls and follows up with HSA until there's an answer.

  • Help you apply for IHSS and get ready for the social worker's visit.
  • Sign you up for GO ACCESS and book rides to your visits.
  • Help you apply for LIHEAP, CARE and the city's Senior Rate Assistance credit.
  • Set up a HICAP appointment with VCAAA by phone or Zoom.

An advocate is covered by Medicare if you qualify. It takes two minutes to find out.
