Not sure you qualify? Apply anyway, because the county makes the call and some of your income may not count. If you would rather not do it alone, a Pair Team advocate can help you in one call.

How do I apply for Medi-Cal, CalFresh or IHSS in Oceanside?

You can apply for Medi-Cal or CalFresh at BenefitsCal.com, by phone or at the North Coastal Family Resource Center. The center is open on weekdays from 7 a.m. to 5 p.m., the county says. The same Medi-Cal form checks you for the Medicare Savings Programs. They can pay your copays and the $202.90 a month Medicare costs you in 2026, usually taken from your Social Security check. See Medicare and Medi-Cal together in California.

For IHSS, call AIS at 1-800-339-4661 and apply by phone. You can also bring the form to the IHSS office in the same building, Suite 320. A worker then visits your home, and your doctor fills in a health form. Read more about IHSS in California.

Where can I get free Medicare counseling in Oceanside?

You can get free Medicare counseling in Oceanside from Elder Law & Advocacy, which runs HICAP for San Diego County. To book, call (858) 565-1392, or (858) 565-8772 for Spanish or another language. HICAP doesn't sell insurance or plans, and Pair Team doesn't either.

What do Oceanside's senior centers offer?

The City of Oceanside runs two senior centers with programs for people 55 and older. The Country Club Senior Center, 455 Country Club Lane, is near the beach and downtown. It has no-cost and low-cost classes, and a daily lunch through Serving Seniors. It's open Monday to Thursday from 8:30 a.m. to 4 p.m., Friday mornings and Saturday mornings. For lunch questions, call Serving Seniors at (760) 435-5285.

The El Corazon Senior Center, 3480 Village Commercial Drive, has walking trails, table tennis and a fitness room. The gym costs $17 a month, or $5 a visit. Call the front desk at (760) 435-5300.

In Oceanside, the city's Go Oceanside program gives rides to residents 65 and older. It takes you to the doctor, the pharmacy and the grocery store. Apply online, and you'll get a welcome letter once you're approved. Call the team at (760) 435-5155 on a weekday morning.

If a disability keeps you off the bus or the Sprinter train, apply for LIFT vans. A one-way ride costs $6, or $60 for a book of 10 tickets. Book from 8 a.m. to 5 p.m., seven days a week. If you have Medi-Cal, your plan also gives rides to medical visits. See Medi-Cal rides in California.

Where can I get help with rent or a mobile home in Oceanside?

For rent help, the Oceanside Housing Authority runs the city's own voucher program, once called Section 8. Its waiting list is closed, and it isn't picking new families now, the city says. For other rent help, call 211 San Diego. The office at 321 N Nevada Street is open Monday to Thursday, with Fridays by appointment. Call (760) 435-3360.

If you own a mobile home in one of Oceanside's 17 parks, city law limits space rent increases. For 2026, the yearly limit is 2.85 percent, and approved increases start July 1. See housing help in California.

How do I lower my water and SDG&E bills in Oceanside?

To lower your water bill in Oceanside, call city Utility Billing at (760) 435-3900 and ask for a payment plan. The city can shut off water only after a bill is at least 60 days late, it says.

For power and gas, start with LIHEAP through Campesinos Unidos. To ask for its form, call (619) 391-9790 on a Monday or Wednesday. In 2026, a home of one can make up to $3,331 a month, the state says.

Then call SDG&E at 1-800-411-7343 and ask about:

  • CARE takes 30 to 35 percent off your electric bill and 20 percent off gas. From June 2026 to May 2027, the income limit is $43,280 a year for one or two people.
  • Medical Baseline gives more power and gas at the lowest price if you use certain medical devices at home.

See LIHEAP in California.

Where can seniors get free food in Oceanside?

For free food in Oceanside, the North County Food Bank hands out food at the Country Club Senior Center. It comes the second Monday of each month, 9 to 11:30 a.m., and you must register first, the city says. People 60 and older with income up to $1,995 a month in 2026 can also get a monthly senior food box. Call the San Diego Food Bank at 1-866-350-3663. Monthly food money comes from CalFresh.

What a Pair Team advocate does

In Oceanside, calls to us often start with a parent who can't drive to the doctor anymore. Your advocate makes the calls and follows up until there's an answer.

  • Sign you up for Go Oceanside, or help with the LIFT form.
  • Help you apply for IHSS at the Ocean Ranch office, and get ready for the home visit.
  • Check a mobile home rent increase against the city's 2.85 percent limit.
  • Help with LIHEAP through Campesinos Unidos, and with CARE and Medical Baseline forms.

An advocate is covered by Medicare if you qualify. It takes two minutes to find out.

Frequently asked questions

I live in Carlsbad or Vista. Is this my page?

If you live in Carlsbad or Vista, the county numbers here are yours. But Go Oceanside, the city's housing authority and its mobile home rent limit cover only Oceanside.

My parent lives in Escondido. Is there a page for that?

Escondido has its own page: Medicare help in Escondido. County programs are the same. But Escondido uses the county's North Inland Family Resource Center and has its own IHSS office on West Mission Avenue.

Can someone under 65 use Go Oceanside?

Someone under 65 can't use Go Oceanside, because it's for city residents 65 and older, the city says. If you're younger and have a disability, apply for NCTD LIFT instead.

How long does the county take to decide?

The county should take 30 days or less to decide on CalFresh, and 45 days on Medi-Cal, it says. A Medi-Cal case that needs a disability decision can take 90 days. If it takes longer, call Access at 1-866-262-9881.

How do I report abuse of an older adult?

To report abuse of an older adult, call Adult Protective Services at 1-800-339-4661. If someone is in danger right now, call 911.
